The head of Libya's Supreme State Council has expressed his rejection of the House of Representatives' measures regarding the army..

The head of Libya's Supreme State Council, Mohamed Takala, expressed on Tuesday his rejection of the measures taken by the Libyan House of Representatives regarding the army. This came in response to the appointment of the Commander-in-Chief of the Eastern Libyan Forces, Khalifa Haftar, appointing his son, Khaled, as the Chief of General Staff of his forces, succeeding Lieutenant General Abdulrazzag al-Nadhuri.

In a statement, the Council mentioned that this was outlined in a message sent by Takala to the head of the United Nations Support Mission in Libya (UNSMIL), Hanna Serwaa Tetteh. In the message, Takala considered this appointment a violation of the Libyan Political Agreement.

He also expressed his rejection of the "unilateral measures" taken by the House of Representatives regarding the appointment of leadership positions, stating: "Out of the Supreme State Council's keenness on the country's stability, it notifies your mission that the House of Representatives has recently taken unilateral measures related to the appointment or assignment of high-level leadership positions in the military institution without any consultation or consensus with the Supreme State Council."

He emphasized that "what the House of Representatives has done constitutes a direct and explicit violation of the Libyan Political Agreement signed in Skhirat, Morocco, on December 17, 2015 (between the Libyan conflict parties at the time)."

Takala expressed his complete rejection of this measure, stressing that "this unilateral step undermines the foundation of constitutional legitimacy and the civilian state, threatens to widen the division within sovereign institutions, including the military institution, and weakens the chances of reunifying it in accordance with the roadmap and the political process supported by the UN mission."

During an official session on Monday, the House of Representatives voted to adopt an amendment to Law No. (1) of 2015 regarding the modification of the powers of the leadership levels in the Libyan army. Under this amendment, the parliament created the position of "Deputy Commander-in-Chief of the Armed Forces (Eastern Forces)," a position assigned to Saddam, the son of the Commander-in-Chief of the Eastern Forces, Khalifa Haftar.

During the same session, the House of Representatives voted to assign al-Nadhuri as a National Security Advisor. Al-Nadhuri had been serving as the Chief of General Staff, a position that Haftar the father assigned to his son Khaled on Tuesday.

For more than three years, the UN mission has been leading efforts to unify the Libyan military institution through dialogues supervised by military personnel, known as the "5+5" committee, consisting of five military representatives from the west of the country and five others representing the eastern forces led by Khalifa Haftar.
