"The State of Kuwait and the People's Republic of China have signed a framework agreement for joint cooperation in renewable energy..

"The governments of the State of Kuwait and the People's Republic of China signed today, Monday, the framework agreement for technical arrangements, which includes all technical details for joint cooperation in the field of renewable energy. This comes in light of the directives of the supreme political leadership of Kuwait to accelerate the implementation of major development projects with Beijing."

"The agreement was signed during a ceremony held in Beijing. Representing the Kuwaiti side was Dr. Adel Al-Zamel, Undersecretary of the Ministry of Electricity, Water, and Renewable Energy, while the Chinese side was represented by Ren Jingdong, Deputy Director of the National Energy Administration.  


The signing ceremony took place at the headquarters of the National Energy Administration, attended by Ambassador Sameeh Hayat, Assistant Foreign Minister for Asian Affairs, member and rapporteur of the Supreme Committee for Follow-up on the Implementation of Agreements and Memoranda of Understanding signed between the governments of Kuwait and China under the Council of Ministers, as well as Kuwait's Ambassador to China, Jassem Al-Najem, and the high-level accompanying delegation from the Ministry of Foreign Affairs and the Ministry of Electricity, Water, and Renewable Energy.  


In a statement to the Kuwait News Agency (KUNA), Ambassador Hayat said that the directives of His Highness the Amir of the State of Kuwait, Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, may God protect and bless him, are very clear regarding the completion of major development projects as quickly as possible, based on the agreements signed between the two governments."

"He pointed out that the steps taken by the Kuwaiti government are very solid and swift toward the full implementation of what has been agreed upon with the Chinese government.  


He said, 'We will see more details in the near future to achieve the remaining major development projects in other agreed-upon fields between the two governments, which will be implemented on the ground—in words, actions, construction, and operation.'  


Ambassador Hayat explained that the signed framework agreement for implementing two vital projects in the field of renewable energy represents the second step in terms of initiating major projects with the Chinese government, following the signing of the first contract in mid-February to proceed with the completion of the Mubarak Al-Kabeer Port project.  


He emphasized that Kuwaiti-Chinese relations are experiencing a very advanced stage of cooperation and are going through their best historical phase at the strategic level. He noted that the shared goal of both countries is to continue strengthening bilateral economic relations and opening new doors for joint cooperation in all fields. He also mentioned that the relations between the two countries have solidified the most important foundations of comprehensive strategic partnership, guided by the directives of the supreme leadership and a shared political will between the leaders of both nations.  


Ambassador Hayat recalled that the previous visit of His Highness the Amir of Kuwait to China and his official discussions with the Chinese President were among the most successful pivotal visits in the history of the strong and distinguished relations with China, achieving many of the desired outcomes."

"On his part, Dr. Al-Zamel stated that the framework agreement signed with the National Energy Administration pertains to accelerating the implementation of renewable energy projects.  


He explained that this key step came after intensive and lengthy negotiations that lasted six months, during which the two parties reached a final agreement on a joint and clear roadmap for the implementation of the renewable energy projects for the Shagaya Renewable Energy Park (Zones 3 and 4) and the Al-Abdaliyah project. These projects will be carried out by the designated Chinese government company, with a production capacity of approximately 3,500 megawatts for both projects, which can be increased to 5,000 megawatts in the future. Both projects are of great importance for enhancing the country's energy security.  


He also noted that this step is based on the strategic memorandum of understanding for cooperation in renewable energy fields, signed between the Ministry of Electricity, Water, and Renewable Energy and China's National Energy Administration, to implement a number of energy projects by specialized Chinese companies according to the latest standards and technical specifications.  


It is worth mentioning that Kuwait and China will celebrate on March 22 the 54th anniversary of the establishment of diplomatic relations between the two countries, which officially began in 1971."
