**His Highness the Amir of the State of Kuwait, Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah:**  

We pray to Allah that our times be filled with hope, love, and prosperity, that nations be spared from calamities, that conflicts cease and bloodshed be prevented, and that all adhere to international principles and covenants. May wisdom and reason prevail so that security and peace may embrace all.  

We ask Allah to preserve for us the blessings of safety and security, to shield us from the schemes of plotters and the malice of adversaries, and may the coming period witness remarkable leaps in reform, filled with achievements and successes for the benefit of the nation and its citizens.   

It was truly heartwarming and uplifting to witness the reactions of Kuwait’s loyal and devoted citizens in response to the reform decisions we have taken, as they expressed their support during our meetings and receptions with them.  

- I extend my deepest gratitude and sincere appreciation to all those I met and everyone who engaged with these decisions, offering their honest and free patriotic opinions—whether in writing or through various social media platforms. These views reflected genuine and noble sentiments, reaffirming loyalty, belonging, and love for Kuwait and its people.  

I assure you, my beloved compatriots, that you are part of me, and I am part of you. You are my pride, my hope, my treasure, and my support. We pray to God to grant us the strength to deliver Kuwait back to its true people—clean and free from the impurities that have tainted it.

• We affirm that the suspension of certain constitutional provisions was solely to treat a malignant disease that had infected the body of democratic practice, corrupting it. With God’s will, this practice shall be restored in its renewed form.

  
  

  Those who advocate division and incite sedition are attempting—through the nationality dossier—to obscure facts, spread rumors, and distort statements with the aim of undermining national unity and fostering discontent, casting doubt on decisions taken regarding this matter.

  • I reaffirm our commitment to balancing firmness in safeguarding national unity with ensuring justice in nationality-related cases.

  • All measures are being implemented in accordance with the law, free from political posturing or external pressures. We carefully maintain equilibrium between enforcing the law and upholding humanitarian and livelihood considerations, while prioritizing transparency so that the truth is clear, leaving no room for doubt or suspicion.

    
    

    National unity cannot be solidified without reinforcing identity. Our national identity remains a top priority—an identity embraced by every true Kuwaiti who strives for their nation's progress and prestige. It is our strength, serving as the shield that protects Kuwait against adversity and threats.

    • My enduring counsel to you is to hold fast to our national achievements, our democratic path, and our constitutional framework. We remain steadfast in pursuing reform, enhancing stability, and upholding the supreme interests of the nation. We will continue combating corruption and confronting anyone who seeks to undermine the country's security or harm the interests of its citizens

      
      

      We are closely monitoring the work of state institutions—providing guidance, oversight, and accountability to ensure the fulfillment of our national aspirations and achievements.

      • We direct the government to expedite the implementation of developmental projects, particularly in health, education, and housing sectors, and to finalize pending legislation. The prompt execution of these measures will demonstrate the government's commitment to safeguarding both national interests and the welfare of citizens.
