On Friday night, the United Nations Open-Ended Working Group on Information and Communications Technology (ICT) Security approved Kuwait's initiative to develop a "Platform for Non-Binding Rules, Standards and Principles for Responsible State Behavior in the Use of ICT."
The approval came at the conclusion of the final substantive session of the working group, held at the UN General Assembly from July 7-11. Kuwait participated in the meetings with a delegation headed by Eng. Abeer Al-Awadhi, Director of the National Cybersecurity Center, and including Abdullah Al-Qudairi, Director of ICT at the Ministry of Foreign Affairs.
Kuwait's diplomatic efforts culminated in the unanimous adoption of its initiative in the working group's final consensus report. The Kuwaiti delegation's participation demonstrated the integrated coordination between national cybersecurity and diplomatic entities.
Kuwait's participation also included a series of side meetings that helped build consensus around the initiative and ensure its inclusion in the final report. This achievement represents a qualitative addition to international cooperation in securing cyberspace and reinforces Kuwait's pioneering role in supporting multilateral dialogue.
This milestone supports the development of the "Global Mechanism on Developments in ICT in the Context of International Security and the Promotion of Responsible State Behavior in ICT Use," which is expected to launch next year. This confirms Kuwait's active diplomatic role in establishing global cyber stability and security frameworks.
The initiative had previously been proposed during the working group's ninth and tenth sessions, receiving clear support from several countries and endorsement from the Arab Group at the UN. The Open-Ended Working Group on ICT Security is a UN body focused on cybersecurity and ICT security issues.
