The Civil Service Bureau announced today, Wednesday, that employees will be able to issue 18 certificates through the unified government application for electronic services (Sahl) without the need to visit the Bureau, in order to facilitate procedures and strive to achieve a "paperless Bureau."The Civil Service Bureau said in a statement on its official account on the social media platform (X) that it provides electronic services that enable employees to request several certificates via the (Sahl) application, with the aim of speeding up completion and obtaining services digitally, saving time and effort. He explained that the "Request an Instant Certificate" service enables employees working in government agencies that implement the instant certificate service to print certificates after paying the printer fees, such as certificates (salary details, salary transfer continuity, career progression, to whom it may concern, and a statement of employment and financial status). He added that the services also include the “To Whom It May Concern” certificate issued by the Bureau, which shows the registration status in the central employment system for Kuwaitis, as well as the appointment status for Kuwaitis and non-Kuwaitis in entities that apply the integrated systems. He stated that the electronic services also include the “Exit Permit” certificate for holders of Article (17) residency, in cooperation with the Ministry of Interior, where they can request and obtain the certificate via (Sahl) after the approval of the employer. The Civil Service Bureau stated that the "Training Course Completion" certificate is among the services that enable Kuwaiti employees to print training course certificates provided by the Bureau's Human Resources Development Center directly via the application. He explained that the "To Whom It May Concern" certificate for missions and study leave enables a Kuwaiti employee nominated for a mission or study leave to issue a "To Whom It May Concern" certificate (initial approval) with the possibility of paying the certificate fees via "Sahl" to submit it to the relevant authorities in the embassies of countries. He pointed out that employees working in government agencies implementing the integrated system can inquire about certificates (career progression, statement of job and financial status, To Whom It May Concern, To Whom It May Concern 2, salary details, continuity of salary transfer, detailed statement of job and financial status, sequence of financial grades, and To Whom It May Concern, financial differences).
